These areas were originally defined as Strategic Growth Areas in the 2003 Comprehensive Plan. This data set was developed for the 2009 Virginia Beach Comprehensive Plan. Detailed information on the 2009 Virginia Beach Comprehensive Plan is available at www.ourfuturevb.com. en The Special Economic Growth Areas shapefile was based on the shapefile originally used for the 2009 Comprehensive Plan but was enhanced in June 2010 to snap to property lines and street centerlines (actually center of pavement) where appropriate.
